The new factories and the development of the port created a need for labor and brought in new residents. In the 1907 census: 6,653 residents (2,370 in Elefsina, 3,669 in Mandra, 614 in Magoula), 490 were non-residents and 45 were foreigners.

By royal decree, published on August 31, 1912, Eleusis became a separate community. By the same decree, Mandra and Magoula also became separate communities from the "former Municipality of Eleusis." The first elections were held in February 1914.

The first president of the community was Dimitrios Skordas. The population grew steadily. The 2,370 inhabitants of 1907 became 4,400 in 1922, and after the Asia Minor catastrophe, approximately 2,000 refugees were added. Most of the refugees came from Smyrna and the surrounding area, Constantinople, other cities in Eastern Thrace, Cappadocia, and the coast of southwestern Asia Minor, from places that were economically and socially developed.

On July 29, 1924, it was decided to install electric lighting, and 40 lamps were placed in squares and streets in the area.

In September 1924, it was decided to install a clock on the hill, which was achieved through a fundraising campaign by the residents and support from the cement factory.

A legislative decree dated February 16, 1926, established a special tax "in favor of the community of Eleusis" on industrial products exported from the city.

From 1926 to 1931, water supply, electric lighting, tree planting, cleanliness, and schools were improved, helping Eleusis take shape as a modern city.

From 1936 to 1940, Eleusis became the venue for events imposed by the Metaxas dictatorship, with the aim of presenting the rural population as happy. Eleftherias Square (now Heroes Square) was renamed King George II Square, Thivon Street became Ioannis Metaxas Street, and on the first anniversary of the dictatorship, Metaxas was declared an "honorary citizen."

In 1938, the military airport of Elefsina was created.
